Overview

The High Commissioner acts as an instrument of conflict prevention at the earliest possible stage, including by providing early warning and early action in regard to tensions involving national minority issues. 

The High Commissioner takes a long-term approach to conflict prevention. This includes visiting participating States to assess the situation on the ground and meet a wide range of interlocutors, including representatives of the government and of minority groups. The High Commissioner offers advice and support to assist participating States in shaping policy and legislation that ensures minorities’ rights are respected and they are actively supported as integral members of their society.

The High Commissioner draws on the series of thematic Recommendations and Guidelines that have been developed by the successive High Commissioners over the past 30 years.
