COVID-19 has created a crisis in all our societies. The High Commissioner believes that cohesive, peaceful societies are more resilient to all types of instability, including that resulting from the current crisis.

He therefore continues his quiet diplomacy, directly advising governments on initiatives they can take to prevent inter-ethnic tensions from destabilizing their societies or regions. He also draws on the experience and expertise of his office to share lessons on how States can reduce the spread of COVID-19 in an inclusive manner, ensuring that all members of society are treated equally and avoiding the risk of social fragmentation that may result from emergency measures.

The High Commissioner draws on almost thirty years of experience to support the OSCE participating States to create the conditions for inter-ethnic stability within and between States. The High Commissioner promotes the integration of multi-ethnic societies as a way to provide social stability.

On 26 March 2020, the High Commissioner issued a statement on short-term responses to COVID-19 that support social cohesion.

The High Commissioner reminds the OSCE participating States that he remains available to provide the expertise of his office in these unprecedented times.

The High Commissioner’s Recommendations and Guidelines provide valuable advice in this situation. He will continue to issue advice as the situation develops.
