The HCNM mandate establishes a close institutional link between the Institution and the Chairman-in-Office. The High Commissioner is ultimately accountable to the OSCE through the Chairman-in-Office, with whom he may consult prior to an on-site visit and to whom he reports confidentially on his findings.
