Our work

The High Commissioner works to identify and prevent conflicts that could emerge from tensions involving national minority issues. He provides advice to governments on how to promote the integration of diverse societies by respecting human rights and supporting ethnic, linguistic, cultural and religious diversity.

Overview

The High Commissioner acts as an instrument of conflict prevention at the earliest possible stage, including by providing early warning and early action in regard to tensions involving national minority issues. He identifies and addresses the short-term triggers of tension or conflict and long-term structural concerns.

The High Commissioner visits participating States to assess the situation on the ground, and meet a wide range of interlocutors including representatives of the government and of minority groups. The High Commissioner offers advice and support to assist participating States in shaping policy and legislation that ensures minorities’ rights are respected and they are actively supported as integral members of their society.

The High Commissioner draws on the series of thematic Recommendations and Guidelines that have been developed by the successive High Commissioners over the past 30 years.  

The High Commissioner also provides structural support through small collaborative projects that aim to build capacity.

Quiet diplomacy

The High Commissioner works in confidence and independently of all parties involved.

The High Commissioner meets with governments, in confidence, to provide assistance on developing policy and legal frameworks that avoid potential tensions with regard to national minority issues. 

The High Commissioner works through quiet diplomacy, which helps build trust among the parties and avoid the potential for these issues to be sensationalized or misrepresented.

The High Commissioner works directly with governments, in confidence, to provide assistance on developing policy and legal frameworks that avoid potential tensions with regard to national minority issues. He also meets with representatives of minority communities, experts in the field and people working on the ground to better understand the situation and offer tailored recommendations.

The High Commissioner has considerable autonomy. The decision as to where and when to become engaged is left to the High Commissioner’s discretion and does not require the approval of the state concerned or of the Permanent Council. This is crucial to the flexibility of the High Commissioner’s involvement. 

While working confidentially and independently, the High Commissioner is nevertheless accountable to the OSCE participating States. The High Commissioner regularly briefs the Permanent Council, keeps the Chairperson-in-Office informed and works closely with other OSCE and international institutions. This gives the High Commissioner the political support necessary to fulfil the mandate.

Early action

A long-term structural approach to conflict prevention. 

The successive High Commissioners have encountered a number of recurring issues in their work. In order to guide their own approach, and to provide decision makers in the participating States with concrete advice, the High Commissioner takes a thematic approach. These thematic areas are informed through experience and expertise, and often culminate in the publication of a set of thematic Recommendations and Guidelines.

The experts who contributed to the drafting of the Recommendations on the Effective Participation of National Minorities in Social and Economic Life, present the publication at the institution’s 30th anniversary conference at the Peace Palace, The Hague, 24 October 2023. 

Max van der Stoel Award

Every two years, the office of the High Commissioner on National Minorities organizes the Max van der Stoel Award.
